1. Propose utility function and analyze the meaning and influencing factors of each variable in the function . In order to maximize the utility, we will propose the optimal gasoline tax formula, and come up with three effects which makes optimal gasoline tax differ from MEC f.
2. discusses related parameter value. We will find the parameter value by specifying the central value and find plausible range in 90% confidence interval. According to Monte Carlo simulation we have enough evidence to prove the correctness of the data.
