Chapter 4 of the assigned text introduces a number of preparedness concepts and strategies. The text describes preparedness within the field of emergency management as a state of readiness for responding to a disaster, crisis, or any other type of emergency or disaster situation. According to the authors, most experts agree that the radiological emergency preparedness program initiated by the Three Mile Island incident was the start of modern emergency management. The text further explains that no emergency management organization can function without a strong preparedness capability and this capability is built through planning, training, and exercising. Consequently, preparedness has helped to increase professionalism within the field of emergency management.
Chapter 6 of the assigned text also discussed a variety of emergency/disaster management response structures and concepts. In particular, a number of local, state, federal, and volunteer response protocols and responsibilities were explained in considerable detail. Among these was the Presidential Disaster Declaration Process, and how this activates the National Response Plan (NRP). Please note that although the Incident Command System (ICS) and the NRP are introduced this week in Chapter 4 of the assigned text, we will explore these important areas in greater detail during Week #7.
For this week’s assignment, please provide a critical analysis of the following case study: Hurricane Floyd and conduct outside research. Then critically analyze the case study selected in terms of:
• Response myths, exaggerations, or realities (Week #3, Learning Unit #3), applying at least one concept from this learning unit to the case study selected (please remember to provide the appropriate citation).
• With respect to the traditional approach (Week #3, Learning Unit #1) and the professional approach to emergency management (Week #3, Learning Unit #2), which approach appeared to have been predominant in the case study selected (provide at least one citation from each learning unit)? What impact, if any, did this approach have on the outcome (please be specific)?
