The data used in this paper must include: being able to collect data that will create observable implications for a theory. The use of data analysis should meet the standards of reliability and validity. This paper is also based on a research question: “How do America, different states, and cities adopt laws/ ordinances in response to police brutality, what are the causes of police brutality, in what ways can the extent of police brutality be measure, is racism a factor also how can brutality be reduced, and how can we successfully address the problem of police brutality as a nation?”
