Imagine a community which is establishing a new state and political institutions. What would be your advice to them? Is there a single best set of democratic institutions? What factors should the people forming their own state and institutions consider when choosing a political system?

Do electoral systems shape party systems or do the dominant actors in party systems choose the electoral system that suits them? To what extent to electoral systems reflect society and the dominant actors?

Do referendums improve the quality of democracy or diminish it? Explain.
