Your boss is a former cop who was recently elected to Congress. She knows that many crimes go unreported and would like to come up with a legislation to encourage victims to report crimes. This, she believes, would increase crime statistics, prompt the hiring of more police officers, deter crime and make society safer. The member of Congress is thinking of two ways to accomplish this: (1) making it a crime to fail to report a crime, and (2) compensating crime victims for the harm done to them.
